Empire State schools slow to adopt updated phonics-based curriculum, lawmaker alleges: ‘New York should be leading’

Assemblyman Bobby Carrol (D-Brooklyn) is demanding the state Education Department mandate New York schools adopt a phonics-based literacy curriculum, known as the science of reading approach, as a recent study found almost half of New York school districts are using an outdated and ineffective model.
